Martin J. Elliott, PE
Austin and San Antonio CoMET Department Manager
HVJ South Central Texas is excited to announce the addition of their new CoMET Department Manager, Martin J. Elliott, PE (Elliott). Elliott, a former HVJA employee joined the firm on June 10th, as part of the company’s continued efforts to add substantial resources for Owner Verification Testing (OVT) and construction materials engineering and testing. He is already involved with many projects while he gears up to lead as OVT Manager on the new IH 2/IH 69 project in Pharr, Texas.
In this role, Elliott provides oversight for field, CoMET laboratory, and engineering work while serving as a technical resource to the project managers and mentor to junior staff. He will provide senior technical expertise for materials engineering, as well as construction related issues during the testing phase of projects.
Elliott has 28 years of experience with materials engineering. His career began in Northern Virginia in 1987 before relocating to Texas in 1998. His work experience includes a wide array of construction materials projects ranging from 60-story hi-rises to multi-million-dollar roadways and infrastructure projects, to educational facilities statewide. During his previous tenure with HVJ Associates, Elliott was the OVT Manager for the $2.5 billion-dollar North Tarrant Express project which included nearly 17-miles of stone matrix asphalt paving along SH 121 and IH 820 in Fort Worth with two-way managed toll lanes, three contiguous traffic lanes, and over 70 bridges. He is a licensed professional engineer in Oklahoma and Texas, and holds several certifications including U.S. Army Corps of Engineers Construction Quality Manager.
