Project Background

ABIA Consolidated Maintenance Facilities

In 2019, Austin-Bergstrom International Airport, the 2nd-fastest growing mid-sized airport in the U.S. and an economic engine in Central Texas, embarked on construction plans for its Consolidated Maintenance Facility. The goal was to support its rapidly growing daily operations. This $54 million project, consisting of six buildings totaling 133,150 square feet, is located on 29.88 acres of airport property off Golf Course Road, intersecting SH 71. It will serve as headquarters for maintenance, motor pool, warehouse, trades, and airport police units with a K-9 center.

In collaboration with Atkins, HVJ provided comprehensive services for the design and construction phases of this project. HVJ’s design phase services consisted of a geotechnical investigation and engineering analysis along with recommendations for foundation design for all the structures planned at the maintenance facility. HVJ also provided construction materials, engineering and testing services during construction.

The Problem

In providing construction materials testing and inspection services during construction of the project, HVJ determined that substandard materials had been utilized during a much earlier phase. This resulted in pavement distress issues involving parking areas that had developed serious cracks which did not meet specifications. HVJ's familiarity with the project uniquely positioned them to assist the City of Austin in addressing these problems.

The Goal

Given the time sensitivity and tight construction schedule, a quick response and solution was needed to keep the project on schedule with minimum disruption to critical airport operations.

 

Our Solution

HVJ deployed our team of experts and engineers, heavily experienced in airport standards, specifications, and the FAA domain, to assess each problem area. Through innovation and commitment to our client’s success and peace of mind, corrective actions were provided to address the pavement construction. We determined that the pavement design required higher strength reinforced concrete slabs to accommodate the design limitation in the site. By listening and taking ownership, HVJ’s multi-discipline teams worked with the City, the Atkins Design Team and the Contractor to provide a state-of-the-art pavement design solution that considered both constructibility and design loads. HVJ’s teams, consisting of both testing and pavement design, were able to provide quick and cost-effective solutions through seamless communications. This advantage ultimately allowed the Contractor to proceed on schedule while meeting the City’s standards, thereby minimizing downtime for airport operations
