TxDOT San Antonio Construction Materials Testing Contract

Project Background

The Texas Department of Transportation (TxDOT) is one of the largest consumers of materials used in highway and bridge construction. They must ensure that materials such as asphalt, concrete, aggregates, and soil meet or exceed rigorous quality standards. To confirm these standards are met, TxDOT uses a State Quality Assurance Program (QAP) overseen by district laboratories.  

HVJ was selected as one of four consultants to represent the State in overseeing the QAP. Through this Materials Engineering and Testing (MET) Contract, HVJ served as an extension of TxDOT to assist the San Antonio District in the implementation of QAP for local projects.

The Challenge

We needed to consistently meet deadlines for quick test results while closely adhering to TxDOT's processes. This required SOPs that enabled rapid problem resolution and strong cross-team communication. For example, the ever-evolving schedule meant that we couldn’t predict the number of Level 1A testers needed ahead of time. The Asphalt Production schedule could quickly shift from not needing testing to requiring up to four testing techs the next day. 

The Goal

The Quality Assurance Program aims to prevent problems proactively by testing and qualifying construction materials before they are used in a project. Our goal was to provide accurate test results quickly. We needed to rely on our technical knowledge and adhere to TxDOT tests, procedures, and SOPs.  

Our Solution

This contract required day-to-day diligence and Lean Management processes to keep testing on schedule. For example, we overcame the challenge of not being able to predict how many testing techs would be needed day-to-day due to the fluctuating Asphalt Producer’s schedule through extensive cross-training. We qualified both our lab and engineering staff for 1A testing to ensure ample staff coverage even with last-minute changes. We also implemented checks and balances to address after-hours schedule changes. This included notifying all parties involved to avoid breakdowns and wasted time.   

 The Results

Our team used their knowledge and experience to consistently meet deadlines and provide accurate, reliable test results. By identifying substandard materials within a quick turnaround time, we kept the projects on schedule and ensured safe, quality construction that will serve the community for years to come.
