Alliance Regional Water Authority’s Carrizo System Expansion

January 6, 2026

HVJ Associates has been selected to provide construction materials testing (CMT) services for the Alliance Regional Water Authority’s (ARWA) Carrizo System Expansion.

The project is a significant investment in the regional water supply system and will boost the region’s water capacity. The project includes expanding the Carrizo Water Treatment Plant to 38.3 million gallons per day, developing seven new Carrizo wells, and upgrading the Maxwell Booster Pump Station. It also involves constructing raw-water transmission mains with fiber communications, carried out through concurrent construction packages across Caldwell and Gonzales Counties.

HVJ has performed over 10,000 field and laboratory tests for ARWA over the past four years, and we are proud to continue our long-standing partnership. This selection reaffirms our dedication to supporting vital water infrastructure projects that serve the growing communities of Central Texas, including Kyle, Buda, San Marcos, and Lockhart.

Our extensive experience with large-scale water projects will enable us to proactively address the challenges that arise when having multiple contractors work simultaneously. Our plan emphasizes team continuity, responsiveness, and data transparency. We will have dedicated full-time technicians at each major site and provide immediate access to test data, trending dashboards, and non-conformance tracking.

We appreciate ARWA’s continued trust in HVJ and value the opportunity to serve again as ARWA’s trusted quality-assurance partner. We look forward to ensuring the durability and performance of the new infrastructure.
