Nueces River Authority's New Water for South Texas Project

March 17, 2026

HVJ has been selected to provide geotechnical investigation, laboratory testing, and engineering analyses for the Nueces River Authority's New Water for South Texas Project.

The ambitious project is a regional seawater desalination and transmission initiative aimed at expanding potable water supply capacity. It is a critical project for securing the state's long-term water supply and making desalination a key part of Texas's water future.

Phase I consists of a 100-MGD seawater desalination facility located on Harbor Island (to be designed and constructed by others) and approximately 190 miles of large-diameter transmission pipeline. Associated infrastructure includes one 100-MGD main pump station, two 100-MGD booster pump stations, twenty metering/valve delivery stations, and a SCADA system for systemwide monitoring and operational control. HVJ South Central will provide services for two (2) segments with HDR and Aurora.

HVJ's extensive experience with large-diameter and long waterline projects will be critical, as construction of a large-diameter pipeline within this corridor will be geotechnically complex.  We will need to address challenges related to settlement and trench instability in soft, saturated coastal soils; groundwater control during excavation, corrosion potential in chloride- and sulfate-bearing soils, etc.

Our comprehensive subsurface investigation and geotechnical characterization will be critical to mitigate risks related to constructability, long-term performance, and pipeline integrity.  Our work will include drilling borings, collecting subsurface samples, measuring groundwater levels, performing laboratory testing, engineering analysis, and providing construction recommendations.
