Project Announcement: Houston Northeast Water Purification Plant Project

February 19, 2025

HVJ provided geotechnical and construction material testing and inspection services for a water purification plant to expand its capacity from 80 to 400 MGD per day. The Northeast Water Purification Plant expansion (NEWPP) is a critical part of converting groundwater to surface water. This plant treats water from Lake Houston and transforms it into drinking water for areas of Harris and Fort Bend counties, as well as surrounding regions. The expansion will enable the plant to meet the Houston area's growing demands and fulfill requirements set by the Harris-Galveston and Fort Bend Subsidence Districts, which restrict groundwater usage.

HVJ's services included rebar inspections, monitoring backfill of select materials around concrete structures, over utilities and water transmission lines, and conducting compaction testing during installation. Our concrete inspection included on-site concrete placement inspection and the casting of concrete specimens for compressive strength test verification. HVJ also performed all associated soil and concrete lab tests to assess the quality of the materials and ensure conformance with project specifications. We provided special inspections and testing for Controlled Low-Strength Materials (CLSM) used for the 108" water transmission line backfill.

We also provided geotechnical engineering services for the transmission line. Our work involved evaluating soil conditions and providing geotechnical design and construction recommendations for the water transmission line. The 108-inch line was constructed using a combination of open-cut and tunneling techniques.
