Project Announcement: West Harris County Regional Water Authority

We are excited to announce HVJ Associates’ role in providing CoMET services for the West Harris County Regional Water Authority (WHCRWA) Segment B3 Project. This work will improve water distribution, minimize leaks/breakage, and reduce groundwater by providing surface water from Lake Houston to retail providers. It's a joint effort between the City of Houston, the North Fort Bend Water Authority (NFBWA), the West Harris County Regional Water Authority (WHCRWA), and the Texas Water Development Board (TWDB).

 HVJ Associates conducted comprehensive field and laboratory testing for the Segment B3 project. Segment B3 involves installing approximately 23,000 linear feet (4.4 miles) of 96-inch diameter waterline within a 126-inch diameter tunnel. The tunnel is built using open-mode tunneling with rib and timber lagging as the primary lining. The pipeline crosses several major infrastructures, including Harris County roads, TxDOT rights-of-way, the Union Pacific and BNSF Railroads, Harris County Flood Control District (HCFCD) drainage systems, and multiple private pipelines.

This project stands out due to its use of a 126-inch diameter tunnel to house a 96-inch waterline over a continuous 4.4-mile stretch—one of the largest diameter tunneling efforts in the region. It showcases advancements in engineering and construction techniques, addressing geological and urban challenges.

HVJ's scope of services included:
  • Performing pH and density testing every 30 minutes and casting grout cylinders every 200 cubic yards to guarantee compliance of the grout mix with project specifications after curing.
  •  Conducting compressive strength testing on cast cylinders 
  • Testing grout within the tunnel every 30 minutes to assess unit weight, pH, and temperature, and casting additional cylinders for further compressive strength analysis.
  • Providing testing for flowable fill compressive strength, field density, and supporting laboratory evaluations.
